But the past policy cannot matter any longer. Dictators always spend like drunken soldiers. Far right ideologue "economists" are in total denial now. They refuse to acknowledge that all checks and balances are gone, and government no longer serves the public interest. Sending the economy into irreversible free fall like Maduro did in Venezuela is of no concern to leaders concerned only about extortion from the most profitable corporations.

The big question is, how has something that can’t go on indefinitely gone on so long? The answer as I understand it is that the government spends first and then taxes as much back as it can, politically.
